Notice on Radio Management of the 6th Asian Beach Games Sanya 2026
In order to maintain the order of radio in Sanya and its surrounding areas, ensuring the successful staging of the 6th Asian Beach Games Sanya 2026, we hereby issue this notice on the management of radio operations during the Games and its preparation period, described as follows:
Chapter I General Provisions
1. During the 6th Asian Beach Games Sanya and its preparation period, any organisation or individual who needs to use radio frequencies, set up and operate radio stations or use radio transmitting equipment or non-radio equipment that radiating radio waves in the competition venues and special control areas, shall comply with the Radio Regulations of the People’s Republic of China, the Regulations of the People’s Republic of China on Radio Control and other relevant laws and regulations, Radio Regulations of Hainan Province, as well as this Notice. Special control areas shall be determined by the Security Department of the 6th Asian Beach Games Sanya, and radio management within these areas shall be the responsibility of the Department of Industry and Information Technology of Hainan Province.
Chapter II Radio Frequency Management
2. Any domestic and foreign users who intend to use radio frequencies, set up or use radio stations, or use radio transmitting equipment within the competition venues and special control areas (except for the equipment exempted from testing and tagging specified in Article 10 of this Notice), shall submit radio frequency usage application forms through the designated e-mail address for applications (radio@sanya2026.cn), the application form can be downloaded from the official website of the 6th Asian Beach Games Sanya 2026.
For those foreign leaders, diplomatic envoys to China, and representatives of international organisations enjoying diplomatic privileges and immunities who need to set up and operate radio stations during the Games, they should apply to the Ministry of Industry and Information Technology (MIIT) of the People’s Republic of China for approval through a diplomatic channel.
Chapter III Management of Radio Transmitting Equipment
3. Applicants can download the approval documents through the e-mail address where they submitted their applications. Before radio stations and radio transmitting equipment are to be used in competition venues and special control areas for the 6th Asian Beach Games, they shall be sent to the designated location with approval documents to be tested (The testing process is detailed in the radio frequency application process for the 6th Asian Beach Games), with the testing conducted by Hainan Provincial Department of Industry and Information Technology. For equipment and devices that are inconvenient to move shall be tested on site by appointment.
4. For radio stations and radio transmitting equipment certified by the testing agency can be used in the competition venues or special control areas after having completed the “Radio Transmitting Equipment Special Tag for the 6th Asian Beach Games Sanya 2026” (hereinafter referred to as the “Special Tag”). Users shall affix the Special Tag on a conspicuous position on the radio station or radio transmitting equipment, and operate the equipment strictly in accordance with the frequency, usage, time, area, technical parameters, and other information specified on the License and the Special Tag. The Special Tag serves as the sole identification for radio stations and radio transmitting equipment to enter the competition venues and special control areas.
For existing radio stations within the competition venues and special control areas that are authorised to use legally, users are not required to re-apply for radio frequencies. Hainan Provincial Department of Industry and Information Technology will conduct on-site testing before the Games. After passing the verification, such equipment and devices will be affixed with the Special Tag, so that they can continue to be used legally according to the regulations.
5. For large screens, uninterruptible power supplies (UPS), microwave heating equipment with a rated power of 3 kilowatts or above, and other non-radio equipment that radiates radio waves, are exempt from radio frequency application. However, prior to such equipment and devices being brought into the competition venues or special control areas, their intended use should be reported to Hainan Provincial Department of Industry and Information Technology for a surrounding electromagnetic environment test.
6. Certain radio transmitting equipment used in the 6th Asian Beach Games competition venues and special control areas are exempt from radio frequency application and the requirement for special tags. These include public mobile communication devices (mobile phones); wireless internet cards; laptops; tablets; remote car keys and wireless camera remote controls with power below 2mW; as well as personal wearable smart devices like smart watches, smart bracelets, Bluetooth headsets (excluding wireless microphones, cordless phones, wireless remote control devices, and public walkie-talkies) that conforming to the technical standard prescribed in "Micro-power Short-Range Radio Transmitting Equipment Catalog and Technical Requirements". However, users shall comply with the security regulations of the competition venues and special control areas, and shall not use the above devices as wireless LAN hotspots or enable Bluetooth functionality.
7. During the 6th Asian Beach Games and its preparation period, when overseas users, who intend to set up and operate radio stations and radio transmitting equipment in the competition venues and special control areas, apply for temporary import clearance for such equipment, the radio frequency approval documents for the 6th Asian Beach Games obtained through the frequency use license shall be provided to the Customs of the People's Republic of China. Upon obtaining this, the user shall go through customs clearance procedures with the Customs of the People’s Republic of China and re-export the equipment in accordance with relevant customs regulations.
8. During the 6th Asian Beach Games and its preparation period, if radio control is required, organisations and individuals that set up or use radio stations, radio transmitting equipment and other non-radio equipment that radiating radio waves in the radio control areas shall comply with the relevant provisions on radio control.
Chapter IV Complaints and Supervision of Radio Interference
9. The owners and users of radio stations, radio transmitting equipment, and non-radio equipment radiating radio waves which causes harmful interference shall take immediate measures to eliminate such interference. If the harmful interference causes significant disruption to the 6th Asian Beach Games or endangers national security, public safety, or personal property, the use of such equipment shall be immediately ceased.
10. Users who lawfully set up and use radio stations or radio transmitting equipment within the competition venues and special control areas, in case of harmful radio interference, users can report the interference to the Information Technology Command Centre of the 6th Asian Beach Games or Hainan Provincial Department of Industry and Information Technology.
11. Users are required to operate the equipment strictly in accordance with the frequency, usage, time, area, technical parameters, and other information specified on the License and the Special Tag. During the 6th Asian Beach Games and its preparation period, Hainan Provincial Department of Industry and Information Technology will supervise and inspect equipment in the 6th Asian Beach Games competition venues and special control areas.
Hainan Provincial Department of Industry and Information Technology may take the following measures in accordance with the law:
(1) Conduct on-site inspection, investigation, and evidence collection;
(2) Require the organisation or individual being inspected to provide relevant materials and documents;
(3) Interrogate the parties and witnesses, and make a record of the inquiry;
(4) Take necessary technical blocking measures to prevent illegal radio transmission;
(5) Close down or seal off illegally radio stations, or temporarily detain radio transmitting equipment.
The relevant organisations or individuals shall cooperate with the supervision and inspection carried out by Hainan Provincial Department of Industry and Information Technology within the scope of their functions and powers, actively provide relevant materials for the inspection, and shall not obstruct the performance of official duties.
Chapter V Legal liability
12. Any organisation or individual who sets up or uses radio stations or radio transmitting equipment without the approval of Hainan Provincial Department of Industry and Information Technology and seriously affects the radio security of the 6th Asian Beach Games shall be punished according to law by the relevant departments.
Chapter VI Supplementary provisions
13. This Notice shall come into force as of the date of publication, and shall be valid until the conclusion of the 6th Asian Beach Games.
